Abstract

The present work aims to identify, contextualize and point out the legal and institutional possibilities of paternal responsibility as a citizenship right for children, highlighting the historical transformations of family organization and the social role of the father in capitalist societies. It is explained about the contemporary forms of families and their particularities in Brazil, with emphasis on the legal conceptions and definitions regarding the relations of filiation and paternity, being presented the complex aspects that surround the filiation, showing that this right is the access door rights for others and how the absence of paternal recognition can negatively impact the lives of their offspring. Data from the Civil Registry Transparency Portal reveal the country's reality regarding the number of records with absent fathers and the number of paternity recognitions - either spontaneously or through court - in the last six years. The work of the Nucleus for the Promotion of Affiliation, of the Court of Justice of Alagoas, stands out, through this, which carries out important work in Maceió-AL, as a centralizing body for paternity investigation, seeking to reduce bureaucracy and accelerate the response to the demand received from the Notaries. of the capital's Civil Registry. The NPF/TJ-AL is composed of a multidisciplinary team with a psychologist, legal analysts and a social worker, who welcomes and raises awareness of the mother and monitors the entire process of guidance, investigation and recognition of paternity. Social Work professionals, like the entire team, must be aware that the right to affiliation is not limited to the father recognizing his offspring, therefore, the rights and duties of each party must be guided, always prioritizing the realization of rights fundamental for the well-being of children and adolescents. This work concludes with the suggestion of expanding and accelerating access to information regarding the rights of the offspring and the rights and obligations of the parents, based on the care of pregnant women by health professionals who work in the Basic Health Units, who need be trained to provide guidance and, when necessary, refer women to the NPF/TJ-AL.
