O sistema público de educação infantil da cidade de Arapiraca/ AL

Abstract

This research is within the scope of a broader research project carried out by the Research Group on Early Childhood Education and Human Development (GPEIDH), entitled Early Childhood Education in the State of Alagoas. The project seeks to contribute to fill a gap caused by the scarcity of systematized information on this stage of basic education in the state of Alagoas and contemplates a historical and current perspective. The objective of this dissertation is to characterize the municipal public network of early childhood education in Arapiraca, AL, within the scope of policy and management, related to the principles pronounced in the Brazilian legal frameworks such as CF/88, ECA/90, LDBEN/96 among others, considered legal milestones of early childhood education. The study aims to understand the policy and management of early childhood education of the Municipal Education Department (Semed) of the municipality of Arapiraca, as well as the municipal public educational institutions that offer early childhood education. To carry out this research, we based on the legal frameworks of early childhood education, as well as on documents and opinions of a normative nature in this area. The methodology used, with regard to the nature of the research, adopting the descriptive study, with a quali-quantitative approach were documentary and field research. As instruments of data collection, two interviews were used, one directed to the municipal education secretary together with the coordinator responsible for the infant education sector, and another directed to the president of the Municipal Education Council (CME) and a questionnaire directed to the managers of the early childhood education units. As a result and positively, within the scope of policy and management, the municipality through Semed is organized in an attempt to comply with the guarantee of children's right to early childhood education. The number of public Municipal Centers for Early Childhood Education (CMEI) and Elementary Schools (EEF) that attend child education is significant, considering the child population demonstrating that there were effective actions to expand the public offer, maintained entirely by the municipality. In general, we can see that there is a long way to go in order to guarantee the right to access to early childhood education for all children, as provided and guaranteed in the legal documents for the area.
