Resumo: Esta tese trata sobre a questão urbana enquanto eixo temático da questão social e do trabalho. Compreender os fatores que estimulam e norteiam o surgimento, consolidação e crescimento das cidades são fundamentais para a construção de um lócus urbano socialmente justo. O Estatuto da Cidade, lei que regulamentou os artigos 182 e 183 da Constituição Federal de 1988 estabelece diretrizes gerais da política urbana e define questões relacionadas ao plano diretor municipal que, juntamente com o planejamento estratégico e o plano plurianual, compõem a trina dos instrumentos mais representativos na promoção de ajustes necessários para um planejamento urbano municipal contínuo e integrado, demonstrando assim a complexidade que as cidades alcançaram nas ultimas décadas do século XX. Tais instrumentos objetivam planejar e gerir a urbe visando corrigir desigualdades existentes, garantindo a população em geral o direito à cidade. Para entendermos todo o processo de segregação que domina a urbe brasileira, é importante retornarmos e compreendermos a constituição histórica e a consolidação do modelo atual de cidade, para daí desenvolvermos estudos que resultem em ferramentas que possam diminuir as distâncias entre a cidade real e a legal; buscando saber, na contextualização histórica, como se formaram e consolidaram as cidades modernas; estendendo essa investigação até os aglomerados urbanos no Brasil e os problemas ocasionados pela rápida urbanização pelo qual passou o país, suas consequências e reflexos na sociedade. As desigualdades sociais refletem-se no urbano e faz necessário utilizar a pesquisa para aproximar os extremos da cidade. Alguns instrumentos estão disponíveis e na medida em que acreditamos que a revolução urbana é parte de uma revolução maior de conceitos, posturas e comportamentos; acreditamos também em processo, evolução e conquistas historicamente fundamentadas. O Estatuto da Cidade e o Plano Diretor Municipal podem e devem ser encarados como conquistas, através dos quais os habitantes da cidade poderão consolidar ou não a possibilidade posta da cidade sem segregação, enquanto expressão física do agir de um povo.
Abstract: This dissertation talks about the urban subject as a thematic axis of the social and working subject, as understanding the facts that stimulate and guide the dawn, consolidation and growth of the cities are fundamental to the construction of a socially fair urban establishment. The City Statute, the law that rules the articles 182 and 183 of the Federal Constitution of 1988 establishes the general directives of the urban policies and defines issues related to the municipal master plan that together with the so called strategic planning and the year-based planning compose the threesome of the most representative tools on the publicity of the necessary adjustments for a continuum and integrated urban deliberate planning; thus demonstrating the degree of complexity that the cities acquired around the late decades of the 20th century. Such tools have as a foremost goal managing the urbe in a way to correct the existing differences, assuring to all inhabitants their rights to the city. To be able to understand the whole process of segregation that dominates Brazilian urbe it is important that we understand the historical constitution and the consolidation of the up to date cities model so that we can develop studies which will result in tools capable of minimizing the distance between the real city and the legal city; comprehending through the historical contextualization how the modern cities were formed and established; extending this investigation up to the urban agglomerates in Brazil and the problems that occurred due to fast urbanization as well as its consequences and how it affected society. The social inequalities reflect in a straight line in the urban environment and it is necessary to use research to approach the city boundaries. Some tools are available and as we believe that the urban revolution is only one part in a major concept revolution, positions and behavior, we also believe in process, evolution and achievements with a historical basis. The City Statute and the Municipal Master Plan can and must be seen as conquests that the city’s population will be able to consolidate or not the possibility of the city becoming a physical expression of an acting people, without segregation.
