Remição da pena pela leitura em Alagoas: uma análise do regime de informação do Projeto Lêberdade

Abstract

The information regime is a composite of elements that conditions the use of information, therefore, its understanding is fundamental to understand information systems, mainly in social projects that aim at the reeducation of subjects. In this perspective, this work aims to analyze the information regime that conditions the remission of sentences by reading in the Lêberdade Project in Alagoas. Operationally, its specific objectives are to map the components of the Lêberdade Project's information regime; highlight the scope of action of the actors involved in the execution of the project; raise the devices that condition the execution of project activities; correlate devices and artifacts in the scope of information actions; and investigate the information actions developed in the sentence redemption process for reading. The research was characterized as to the objectives, the approach and the procedures of data collection as descriptive, qualitative and quantitative, and documentary. The research universe comprised the units of the Prison System of Alagoas and the sample, the Female Prison Santa Luzia, the only one in which the remission of sentences for Reading works in the State. Data collection was carried out through the triangulation between documentary survey, application of questionnaires and image collection. The data were organized using tables, diagrams and figures, which demonstrate the functioning and the relationships between the elements of the information regime. The analysis of the results was also carried out using a triangular approach, which included the analysis of scientific findings, the dialogue with the referenced authors on the subject and the analysis of the situation. The institute for the remission of penalties, in addition to having its own information regime, is na essential component of the regime of other information systems such as the Lêberdade Project, which has the institute as a device. Among the re-educated participating in the Lêberdade Project, there can only be prisoners from the Santa Luzia female prison, with penalties exclusively in a closed regime. The actors of the information regiment comprise re-educates, members of the management team, judge of criminal executions of the 16th court, agents, state teachers and volunteers. The provisions of the bill include the Universal Declaration of Human Rights, the Law on Criminal Executions (Law No. 7,210/84), the Federal Constitution, Law No. 12,433/11 (Remission Law), the Joint Ordinance No. 276/12 Minister of Justice Federal and the Director-General of the National Penitentiary Department, Recommendation No. 44/2013, of the National Council of Justice (NCJ), Normative Resolution No. 02/2014, of March 25, 2014, by the State Education Council, and the Lêberdade Project. As artifacts, we highlight the collection, the catalog, the reviews, the Term of Responsibility / Book Loan, the evaluation form, and the classroom teaching materials. The actions are configured in three modalities, the mediation, such as the reading and writing workshops, the training actions, such as the preparation of reviews, and the relational ones, such as the sending of reports to the Education Management. The Lêberdade Project is considered to have been developed in the context of its own information regime composed of a complex and active network of actors, devices, artifacts and actions, which makes it possible to remit penalties for reading and, in a broad sense, contributes to the re-education of subjects in compliance with restrictive sentences of liberty.
